This is the one investment that directly improves the quality of your product, and it pays dividends across every copy sold for the life of the book.
After cover design and editing, the next candidates for outsourcing depend on your specific bottlenecks. If you hate managing ads, hire an Amazon ads manager. If formatting takes you an entire weekend, use a tool like Atticus or hire a formatter. If social media content creation drains your creative energy, hire a virtual assistant to schedule posts.
The principle is this: identify the tasks that take you the most time relative to the value they generate, and outsource those first. Your time has a value. If you can earn $50 per hour writing and publishing, and you can hire someone to handle a task for $25 per hour, outsourcing is not an expense. It is a raise.
The biggest resistance to outsourcing is the "nobody can do it as well as I can" mindset. Maybe that is true. But can they do it 80% as well? Because 80% of your quality at zero hours of your time is a better deal than 100% of your quality at ten hours of your time. Get comfortable with good enough on the tasks that are not your core competency. Save your perfectionism for the writing.

Start with a small, defined project to test the relationship before committing to ongoing work. And always get samples of their work in your specific genre. A designer who creates beautiful literary fiction covers might produce terrible romance covers. Specialization matters.
